An II saw the birth of the Indonesian National Language
as a vehicle to promote the greatness of the nation and to symbolise the unity and indivisible of the nation, known as Bina Indonesia.

"Now, I am pleading with all of you to understand the fact that these areas in West Papua are ours. We have already talked about it. For example, we will start talking to Indonesia. The United Nations will help us. We have already started. We have already given up. If we don’t, the possibility of both of our peoples being separated from each other is very great. Do you understand what I am saying?.
It is reported by Time Magazine, "Indonesia is the largest contributor to the United Nations, providing 22 percent of its budget. So Indonesia should have a say in the fate of an area that accounts for one-third of the world’s second largest country."
Papua is not the same in 1961, 1962 and 1965-1967 in 1966, as stated by Foreign Minister Abdullah bin Abdul Karim:
"It (West Papua) is our own territory. The area is close to our land, it is a part of Indonesia. It is important that the area should be peaceful and tranquil and that Indonesia should be served with friendship, and that the situation in Papua should be controlled by the colonial system, and that Indonesia should be consolidated into a nation-state. The problem in West Papua is part of the internal affairs of Indonesia. Therefore, we will discuss the matter with the other parties concerned. We are discussing it. We will open the topic. This is the work of Foreign Minister Abdull (Kamlah) Bin Abdul Karim."
On 31 October 1969, Indonesian Foreign Minister Adam Malik told the Kebudayaan Rakyat Indonesia (Masyarakat Indonesia) Forum that "The problem of West Papua is Indonesia’s internal matter, not the responsibility of the Commonwealth, but should be dealt with by the Indonesian government."
